Maharashtra Government Approves Supernumerary Posts for Long-Serving Samagra Shiksha Contract Employees

In a major policy decision aimed at addressing the long-standing demands of contractual employees under the Samagra Shiksha Abhiyan, the Maharashtra Government has approved the creation of supernumerary posts for eligible long-serving contractual employees and their appointment against equivalent pay-scale posts.

The decision has been notified through a Government Resolution (GR) issued by the School Education and Sports Department on August 4, 2026.

Committee Formed Following Chief Minister's Directions

According to the Government Resolution, a meeting chaired by the Chief Minister was held at Sahyadri Guest House, Mumbai, on July 22, 2024, to discuss the various issues faced by contractual employees working under the Samagra Shiksha scheme. Based on the directions issued during the meeting, the Government constituted a committee through a Government Resolution dated August 22, 2024 to examine the employees’ demands and submit recommendations.

Subsequently, for administrative reasons, the committee was reconstituted through a Government Resolution dated June 4, 2025. The committee was later granted extensions through Government Resolutions dated October 10, 2025, and November 12, 2025, enabling it to complete its study.

Committee Submitted Report in November 2025

The committee submitted its final report to the Government on November 26, 2025. During its deliberations, the committee examined the recruitment process, honorarium, service conditions and employment practices adopted by various states for contractual employees working under the Samagra Shiksha programme.

Based on its findings, the committee recommended measures to address the long-pending service-related issues of contractual employees who have been serving under the scheme for an extended period.

Cabinet Clears Proposal 

The Government Resolution states that the recommendations of the committee were placed before the State Government and considered in light of the approval granted by the State Cabinet during its meeting held on July 2, 2026.

Following Cabinet approval, the Government has decided to create supernumerary posts for eligible long-serving contractual employees and appoint them against equivalent pay-scale posts in accordance with the prescribed norms.

Major Relief for Employees 

The decision is expected to benefit thousands of contractual employees associated with the implementation of the Samagra Shiksha programme across Maharashtra, including teaching and non-teaching personnel engaged under various components of the scheme.

The creation of supernumerary posts is expected to strengthen administrative continuity while providing greater employment security and a structured service framework for eligible employees who have been serving the education sector on a contractual basis for several years.

The Government Resolution also provides the administrative framework for implementing the decision, including the creation of the required posts and the appointment process for eligible employees under the Samagra Shiksha Abhiyan.
