Maharashtra Identifies 265 Talukas Under Drought Trigger-1, Rolls Out Relief Measures for Farmers

MUMBAI — Large tracts of rural Maharashtra are facing acute agricultural distress following substantial monsoon rainfall deficits during the Kharif season, prompting the state administration to initiate formal drought response protocols across 265 talukas under the Trigger-1 classification.

District collectors across the affected jurisdictions have been instructed to immediately begin ground-level crop damage assessments. Field inspection teams are gathering ground photographs linked with GPS coordinates to evaluate crop conditions across the surveyed areas, which will be submitted directly to state authorities to map the full extent of the agrarian shortfall.

To cushion agricultural households from the immediate fallout, the state has activated a 12-point relief package across all 265 identified talukas. Key economic relief includes a full exemption from land revenue, the restructuring of existing crop loans, and an immediate moratorium on the recovery of agricultural debt.

Relief has also been extended to farm energy costs. With power bills for agricultural pumps up to 7.5 horsepower already waived, authorities have announced concessions on active electricity bills for pumps operating above that threshold. Additionally, power utilities have been directed not to disconnect any agricultural pump connections in designated scarcity-hit villages.

Educational and livelihood support form a central pillar of the relief framework. School and college examination fees for students from affected families have been waived. To prevent rural unemployment and distress migration, labor norms under employment guarantee schemes have been relaxed to initiate large-scale public works. Authorities have also been instructed to safeguard food grain availability for smallholder farmers and agricultural laborers.

On the ground management front, local administrations have been directed to deploy drinking water tankers wherever supply constraints emerge, while formulating robust water-sharing schedules for both human consumption and livestock. Parallel directives mandate steps to secure cattle fodder supplies and speed up regional water conservation projects.

Direct financial assistance for specific crop losses in these 265 talukas will be determined following the completion of formal verification procedures, with separate compensation orders scheduled to follow once panchnama assessments conclude.
