Private University Rules Are Getting Stricter in Maharashtra; Attention Is Being Paid to Fees and Education

The Maharashtra government has decided to review the existing regulations for private universities in the state. Amidst concerns regarding fees, the quality of education, transparency in the admission process, infrastructural deficiencies, and the acceptability of degrees, the Higher and Technical Education Department issued a Government Resolution (GR) on August 14.

A committee has been constituted to examine the current criteria for establishing private universities and recommend necessary changes. The committee has been asked to submit its report to the government within 2 months.

According to the government, existing regulations outline requirements regarding land, buildings, laboratories, libraries, and digital infrastructure. However, the demands of higher education have evolved over time, and certain shortcomings in the current system have come to light.

Therefore, the new committee will review not only classrooms and educational infrastructure but also the holistic needs of students. Recommendations may also be made regarding hostels, sports facilities, and infrastructure specifically required for students with disabilities.

This review committee is led by Professor Bhushan Patwardhan. He is the former Vice-Chairman of the UGC and the Vice-Chancellor of the Deccan College Postgraduate and Research Institute in Pune.

The committee also includes Professor Nitin Karmalkar, former Vice-Chancellor of Savitribai Phule Pune University, and several senior officials from the Department of Higher and Technical Education. The committee has been given two months to submit its report.

There is a proposal to scrutinise the academic capabilities of institutions applying to establish private universities in greater detail.

This may include factors such as institutional experience, NAAC accreditation, NBA status, NIRF ranking, faculty qualifications, student-teacher ratio, the number of research papers, patents, and innovation-related activities.

Additionally, a review will be conducted to determine whether the respective universities are following with the regulations of statutory bodies such as the UGC, AICTE, the Pharmacy Council of India, and the Bar Council of India.

Admissions and fees are among the most critical issues for students and parents, and these areas are receiving special attention in the new review.

The committee will examine the admission process, fee structures, reservation policies, and the online admission system. It will also assess the effectiveness of the problem-fixing mechanism available to students and parents facing difficulties. This plan could cover the way for a more transparent and accountable admission process in private universities in the future.

The committee will examine not only matters concerning students but also the recruitment processes for university faculty and non-teaching staff.

The review will also cover whether transparency is maintained in recruitment, whether staff receive appropriate payment, and whether equal opportunities exist for them. This aspect is considered significant because the quality of education is directly linked to having qualified teachers and enough staff.

The Maharashtra government may modify existing rules based on the committee's report. If necessary, this could pave the way for amendments to the Maharashtra Private Universities Act, 2023, and the regulations framed under it. However, it is not yet certain which specific rules will be changed; the government will consider the recommendations after the committee submits its report.

This plan is particularly significant for students and parents. Before enrolling in a university, it is essential to verify not only the courses and fees but also the institution's infrastructure, faculty strength, research opportunities, recognition, and problem-fixing mechanisms.

The government's new review will examine various aspects, including admission procedures, fee structures, reservation policies, student complaints, faculty recruitment, and observance with regulatory norms. Stricter and more transparent regulations regarding the approval and operation of private universities in Maharashtra could be formulated in the future.
