Full Fee Display Mandatory in Maharashtra Colleges

The Higher and Technical Education Department has issued important new directives applicable to all higher educational institutions across the state of Maharashtra. Effective immediately, it has been made mandatory for all colleges in Maharashtra to clearly display their complete fee structure on large hoardings placed outside the main entrance of their campuses.

The government stated that various students and parents had lodged complaints regarding hidden charges and the collection of extra fees during the admission process. Consequently, this new regulation is being introduced to enhance transparency.

Currently, the college admission process involves the collection of various charges under multiple sub-heads, including development fees, laboratory charges, library fees, and gymkhana fees in addition to the standard tuition fees.

Specifically, complaints arose alleging that even after the introduction of a 100% fee waiver scheme for female students, certain colleges were waiving only the tuition fees while continuing to collect other charges separately. In light of this situation, the Maharashtra government has now decided to combine all compulsory charges into a single, unified fee category.

Over the past few years, numerous complaints were received alleging that hidden charges were being levied after admission, extra payments were being demanded in addition to tuition fees, and the full benefits of fee waiver schemes were not being extended. To address these issues, the government has decided to enhance transparency.

In accordance with government directives, the entire approved fee structure must be displayed outside the college gate, utilising large hoardings, and all compulsory fees must be clearly specified. These include Tuition Fees, Development Fees, Laboratory Fees, Library Fees, and Gymkhana Fees. As a result, students and parents will be able to view the complete fee structure before admission.

Chandrakant Patil stated that an official circular will be sent to colleges very shortly, requiring that no separate compulsory charges beyond the approved fees may be drafted, and that all compulsory charges must now fall under a single fee category. He noted that this measure is being started in accordance with the Fee Regulatory Authority Act.

To encourage higher education among girls, the Government of Maharashtra introduced a 100% fee waiver scheme for female students belonging to families with an annual income of less than ₹8 lakh. However, allegations arose that some colleges were waiving only the tuition fees while separately collecting development fees and laboratory charges. Through the new regulations, efforts are being made to put an end to such habits.

The government has clarified that charges for hostel accommodation, transport facilities, swimming pools, and other optional facilities will be separate. Those who utilise these services will be required to make separate payments.

The government has announced that the Panjabrao Deshmukh Scholarship Scheme, which previously covered 600 courses, will now cover 814 courses. Additionally, female students unable to secure hostel accommodation will receive a monthly allowance of ₹6,000. This initiative is being viewed as a measure to enhance access to higher education.
