Maharashtra Recruitment Examinations to Become More Transparent and Secure

Comprehensive Review from Question Paper Security to AI, Cybersecurity, Examination Centres and Grievance Redressal

Mumbai: The Maharashtra Government has taken a major decision to make recruitment examinations conducted by various departments more transparent, secure, reliable and candidate friendly. A high level committee has been constituted to conduct a comprehensive review of the existing recruitment examination system and recommend necessary reforms.

At a meeting chaired by the Hon’ble Chief Minister on 12 August 2026, the government decided to undertake a comprehensive review of the existing examination systems in the state and introduce wide ranging reforms in recruitment examinations.

Seven Member High Level Committee

Smt. V. Radha, Additional Chief Secretary, General Administration Department, Services, has been appointed as the Chairperson of the committee.

The committee includes Shri Sadanand Date, Director General of Police, Maharashtra State; Shri Virendra Singh, Secretary, Department of Electronics, Information Technology and Artificial Intelligence; Dr. N. Ramaswamy, Secretary, Department of Animal Husbandry, Dairy Development and Fisheries; Shri Praveen Gedam, Divisional Commissioner, Nashik Division; Air Marshal Ajit Shankarrao Bhosle, Retired, AVSM, VSM, former Member of the Union Public Service Commission; and Prof. Shyamprasad Karagadde, Professor, Department of Mechanical Engineering, Indian Institute of Technology Bombay.

Complete Examination Process to be Reviewed 

The high level committee will conduct a detailed study of the existing procedures followed by various departments, authorities and examination conducting agencies in the state.

The review will cover question paper preparation, scrutiny and moderation, preparation of multiple question sets, printed and digital distribution, confidentiality, custody and transportation of question papers, conduct of examinations, recording of answer sheets and responses, evaluation and declaration of results.

The committee will also recommend stronger security measures to prevent incidents such as question paper leaks and breaches of confidentiality.

Focus on AI and Digital Security 

The committee will recommend effective use of information technology, digital systems and security technologies throughout the recruitment examination process.

The use of authentication, access control, audit trails, monitoring systems and technology based security measures will also be examined to make the examination system safer and more reliable.

Strict Mechanism to Prevent Malpractices 

The existing mechanisms will be evaluated to prevent impersonation, collusion, use of prohibited electronic devices, question paper leaks and other unfair practices.

The committee will recommend preventive, supervisory and accountability measures to detect and monitor malpractices and ensure that responsibility is fixed on those concerned.

Minimum Security Standards for Examination Centres

The committee will also recommend minimum standards for the selection of examination centres, infrastructure, security arrangements, monitoring, manpower and operational readiness.

It will also study institutional mechanisms for effective coordination among District Collectors, Police Commissioners or Superintendents of Police, concerned Education Department authorities, examination conducting agencies and other relevant organisations.

Candidates to be Heard Directly 

The committee’s work will not be restricted to the government machinery. The committee will visit every revenue division of the state and interact with students, candidates, representatives of educational institutions and other stakeholders through direct or online consultations.

The difficulties faced by candidates, their suggestions and their actual experiences with the examination process will be taken into consideration while preparing the final recommendations.

Focus on Grievance Redressal and Candidate Confidence 

The committee will recommend measures to strengthen candidates’ confidence in the examination process.

These measures will include an effective grievance redressal system, regular communication with candidates and steps to ensure fairness, transparency and integrity throughout the examination process.

Best Practices in India and Abroad to be Studied 

The committee will study best practices followed by other states while reviewing Maharashtra’s examination system.

Where necessary, examination systems followed in other countries will also be studied and suitable measures will be recommended for implementation in Maharashtra.

Comprehensive Final Report to be Submitted 

After conducting a detailed study of all relevant issues and consulting various stakeholders, the high level committee will consider the suggestions and feedback received and submit a comprehensive final report to the state government.

The decision is expected to bring a fresh review of the entire recruitment examination system in Maharashtra, covering question paper security, examination centre management, technology use, prevention of malpractices, candidate grievance redressal and the overall examination experience.

The move is being viewed as a significant step towards making recruitment examinations in Maharashtra more transparent, secure, reliable and candidate friendly.
